Bishop’s Report to the
Diocesan Convention
In accordance with Title III,
Canon 18, Section 6
Of the
Constitution & Canons of the Episcopal Church (2004)
1. Diocesan
Council:
The Bishop
and the Diocesan Council are asking you to authorize a
temporary change in our canons concerning the
Convocation Council. Many people have felt the
Convocation Councils do not fulfill the needs of
regional leadership in our diocese with its large land
area that complicates communications and
decision-making.
The current canon was
designed in part to realize significant representation
from each congregation. This canon requires six to
eleven lay representatives from each congregation in a
convocation, plus the clergy. Some people believe this
is far too big. If everyone came who was supposed to,
we would have between 77 and 130 people at each
Convocation Council meeting. Such a group, meeting
once or, at most, three times a year is too large for
members to know each other and make decisions. It
really can’t discuss anything. The many can only
listen to presentations by the few, which may be
occasionally useful but which doesn’t lead to regional
leadership. Now many people don’t come because they
don’t think it is a valuable use of their time. Thus
the Diocesan Council is going to ask you to adopt a
change in canons which would allow for a Convocation
Council with only one lay person, who holds an elected
position of authority in his/her congregation and one
member of the clergy from each congregation. We hope
this will initiate valuable cooperation and joint
ministries within convocations and, thus, within the
diocese. Note: the canon is written in such a way
that unless it works and the Diocesan Convention
decides to adopt it on a permanent basis, it will
automatically expire after three years.

3. Major parish changes:
Christ Church,
Augusta, reverted to a mission, as it cannot afford
to pay the diocesan minimum salary for a rector. The
diocese subsidized a fulltime priest for most of last
year to encourage growth in finances and people, thus
allowing Christ Church to keep its parish status. We
have discovered that it is going to take longer than a
year.
St. Luke’s,
Effingham County, in its first eighteen months of
life has set a record in the Diocese of Georgia. They
have obtained five acres and built a first church
building that seats 200 people. They often have 150
people on a normal Sunday and are already looking for
ways to add more Sunday school space. Fr. Robert LeFavi
and his people have established an exciting Episcopal
church in Rincon, Effingham County. We were blessed with
an incredible gift of land - the largest financial gift
the Diocese of Georgia has received in 100 years. The
people of St. Luke’s and Fr. LeFavi have done wonders
because they believed it could happen, even though the
diocese had only a very small dowry - $60,000 - from
the Vision for Mission Ministry campaign of 1988 to help
them in the process.
King of Peace,
Kingsland, which was designed to reach out to the
many new people brought into the Kings Bay area, has
accomplished building its first lovely church and large
daycare center. The amount of space that we attained
for the amount of money spent is very, very wonderful.
It involves a lot of imagination on the part of the
leadership of King of Peace. Fr. Logue, their pastor,
has built a wonderful community and his sense of beauty
and design is very evident in this flexible but
wonderful place to worship. You should see the mosaic
Labyrinth in the church floor.
Christ Church, St.
Marys, is a congregation that was established in
1848 and has lived in a very small church building for a
long time. Looking around it at their rapidly growing
community they decided that they needed to be ready for
new people. Three years ago they doubled the space of
their parish hall. This year they have just completed
building a lovely church. We are in good shape for the
future in what is a rapidly developing coastal area of
Georgia.
At this convention, we
are enjoying the new parish facilities of
Good
Shepherd, Augusta. This is an elegant, imaginative
use of a previous footprint, which has added much
space.
St. Luke’s,
Hawkinsville, has obtained property across the
street from the parish hall providing space for future
development.
This Bishop is extremely thankful
to the leadership that has come forward from around the
diocese to work on the Conference Center Commission,
bringing us to this point of renewal and excitement
about what can happen in this facility for us as members
of the Diocese of Georgia. We are thankful for the
hospitality Deacon Jim Cox, Harry & Gina Jenkins, and
the entire staff create at Honey Creek.
